2026-07-04 — implement the brainstorm phase

• Phase: implementation → needs-review
• Did:
  • Added .the-loop/templates/brainstorm.md (root-artifact template).
  • Added commands/brainstorm.md (/the-loop:brainstorm).
  • Wired brainstorming into config.schema.json (enum + default), config.yaml, templates/config.yaml, and manifest.yaml (template + optional spec-brainstorm).
  • Taught new-requirement.md to convert a locked sibling brainstorm and create-ticket.md to carry it on promotion.
  • Documented the artifact chain, optional phase, and iterate-until-locked rule in work-on.md, SKILL.md, reference/workflow.md, README.md.
  • Recorded decision-017.md + index; wrote this dogfooded issue-17 spec.
• Checkpoint/tests: python scripts/validate_config.py (config↔schema) and pre-commit run --all-files (ruff · pyright · markdownlint · schema validation) — see the PR for captured output.
