• Phase: implementation
• Did: scenario extraction library + the-loop scenarios command (+ fixture & tests); testing/apiSpecs config sections (schema, template, repo config, manifest); reference/testing.md wired into the skill, tooling reference, design template and READMEs; decision-014; this spec.
• Checkpoint/tests: make check — ruff (lint+format), pyright (0 errors), config schema validation (both configs VALID), pytest (16 passed), markdownlint. Scenario tests written first and observed red (SyntaxError/ImportError before the module existed; assertion-driven thereafter) → green.
• Next: human review of the PR.

Final validation evidence

• uv run the-loop scenarios --root cli/tests/fixtures --glob '*integration*.py' renders the tabular Feature/Scenario/Requirement/Location view (R2), including the Requirement: link from the fixture docstring (R1).
• uv run python scripts/validate_config.py → both configs VALID with the new testing/apiSpecs sections (R1, R3, R4).
• make check green end-to-end.
